Mr. Kelly is a former United States Foreign Service officer, who from 1964-65 was stationed in Washington, D.C., and the Islamic Republic of Mauritania. From here he went on to teach modern European history at New York University's Washington Square College and York College of the City University of New York, from which he retired in 1996.
