Dr. Owens is professor of strategy and force planning at the United States Naval War College, where he specializes in the planning of U.S. strategy and forces, the political economy of national security, and civil-military relations. From 1990 to 1997 he was editor in chief of Strategic Review and adjunct professor of international relations at Boston University. He is a regular columnist for The Providence Journal, and his essays on national security issues have been widely published in scholarly and popular journals.
